Vungu Solar Signs Historic 25-Year Deal: 30MW Added to National Grid
A Major Step for Zimbabwe's Energy Transition.
Vungu Solar Pvt Ltd, backed by international investors, has signed a 25-year Power Purchase Agreement (PPA) with the Zimbabwe Electricity Transmission and Distribution Company (ZETDC). This landmark deal will inject 30 megawatts (MW) into the national grid, providing a critical boost to the country's energy security.
|
| The Vungu Solar project aims to power an estimated 76,000 homes. |
Project Highlights
30 Megawatts
The total capacity to be added to the national grid, helping to alleviate the current power deficit of between 1,500MW and 2,000MW.
76,000 Homes
The estimated number of households that will receive electricity once the Vungu Solar project is fully operational.
25-Year Agreement
A long-term Power Purchase Agreement (PPA) that provides stability and sets a precedent for future investors.
Deep Dive: The Agreement & Partners
The project is being developed by the Private Infrastructure Development Group (PIDG) through its InfraCo initiative. They are working in partnership with the project founder, Energywise Equipment (Pvt) Ltd, and Impala Power Company Ltd.
PIDG is a global infrastructure investor that has supported 258 projects since 2002, improving access to infrastructure for over 232 million people.
The PPA operates alongside the Government Project Support Agreement (GPSA). This is a critical policy framework designed to de-risk investments for Independent Power Producers (IPPs).
Key features include guarantees, cost-reflective tariffs, and currency convertibility provisions, making the project "bankable" for international investors.
Negotiations were supported by the African Legal Support Facility (ALSF) and led by a cross-government team under the Ministry of Energy and Power Development.
Benson Munyaradzi, Chief Director at the Ministry, stated that Vungu was selected through a pilot initiative to create standardized agreements for future solar projects.
What This Means for Zimbabwe
“The agreement... is an important step towards finalising the Vungu Solar project... creating jobs and promoting a greener future.”
— Pete Vowles, British Ambassador to Zimbabwe
“By negotiating standardised, bankable documentation, Vungu Solar also sets the stage for new investors to enter Zimbabwe’s renewable energy sector at scale.”
— Michiel Oosterhaven, PIDG Regional Business Development Lead
With Zimbabwe currently facing a power deficit met by imports and load-shedding, this project signals a shift away from reliance on hydro (affected by drought) and coal, towards a sustainable solar future.
