Zimbabwe's solar energy sector has grown exponentially, driven by chronic electricity shortages. However, this growth has brought challenges, including sub-standard products and unqualified installers.

The Proposed Regulations
The new “Energy (Solar Products and Installation) Regulations” address these critical areas:
One of the primary objectives is to ensure that all solar products conform to Zimbabwean standards and International Electrochemical Commission (IEC) standards. This involves rigorous testing and certification processes to guarantee that only high-quality products enter the market.
The regulations mandate that all solar and electrical installations must be performed by qualified professionals. This includes mandatory electrical inspections by certified personnel. Additionally, there will be a mandatory training requirement of 40 hours, covering both theory and practical sessions.
ZERA is reviewing the Electricity (Public Safety) Regulations to ensure safety during generation, transmission, and distribution. This covers guidelines for house wiring qualifications, cables, and split metering.

Effective monitoring is crucial. ZERA will enhance inspection efforts to ensure only qualified individuals install solar systems, maintaining sector integrity and protecting consumers.
These regulations align with the Renewable Energy Policy, aiming for 1,100 MW of renewable capacity by 2025. It also supports the UN Sustainable Energy for All (SE4ALL) initiative to increase access to modern energy by 2030.
High-quality installations reduce accidents and failures, extending system lifespans. Growing the sector reduces reliance on imported electricity, saving foreign exchange reserves, and stimulates job creation in manufacturing and installation.
